A large portion of the state’s 1,050 craft breweries rely heavily on taprooms for most of their beer sales in some cases, they don’t distribute their beers to other restaurants, bars or stores at all. The COVID-19 pandemic has hit California’s beer industry especially hard. That requirement was later erased for wineries but not for breweries.

At the time, wineries could reopen only if they served full meals, but pre-existing rules in Napa County prohibited most wineries from serving full meals. Last spring, Chuck Wagner, owner of Caymus Vineyards in Napa Valley, sued Newsom on grounds of discrimination. If the argument sounds familiar, a similar one has been made - on behalf of wineries. Plaintiffs, including the California Craft Brewers Association and San Francisco’s Cellarmaker Brewing Co., argue the state has discriminated against beer manufacturers by making guidelines stricter than those for wine manufacturers.
